Vine's Expository Dictionary of New Testament Words was published in 1940 and without copyright. This work fell into the Public Domain in the United States according to the UCC convention. However, things may have changed when the Uruguay Round Agreements Act was signed. Due to the URAA, Some Public Domain works had their copyrights restored on Jan 1 1996. If This work was coverd by the URAA then it is no longer Public Domain. But, to provide This work to the public, Bible Foundation was relying on the Public Domain status of This work before the URAA was enacted, December 8, 1994. This makes Bible Foundation a reliance party. Under the URAA a reliance party can continue to use the restored copyright work until a Notice of Intent to Enforce (NIE) is filed by the holder of the copyright. Bible Foundation is not aware of any NIE for Vine's Expository Dictionary of New Testament Words.
